Last week was the deadline for numbering bills. As a result, the Legislative website has over 150 new bills listed. Most of these new bills are nothing
more than a title and a bill number, with the intent being that the sponsor will get some language into the bill at a later date.
These bills are called boxcars because, much like a boxcar on a train, they can hold almost anything. Still, it's helpful to look through the titles of
these bills and make predictions as to what they might mean. Below are a couple of the boxcars that are potentially of county interest:
SB 162 - Dedication and Abandonment of a
Highway. This looks like the return of a bill that UAC has opposed for the past couple of sessions.
SB 199 - Government Boundary Modifications. A
bill that Senator Okerlund is running for county recorders.
HB 383 - County Tax Amendments. May be a
bill the sponsor discussed with me that may allow counties to impose the franchise tax.
HB 376 - Monkeys as Pets. A bill I would have
been much, much more interested in when I was ten.
There's more, but what's the point in idle speculation (unless it involves a law that would give every Utah household a pet monkey!)? Strangely, what is
missing this year from the list of boxcar bills is a proof of citizenship bill that has been introduced every year for the past half dozen years and nearly
made it last year.
