UBHN members are the State's Medicaid providers of both mental health and substance abuse services:
Mental Health
The public mental health system provides services to indigent, seriously and persistently mentally ill,
seriously emotionally disturbed client and services depending on community needs, organizational

Substance Abuse
Substance abuse service priorities are treatment of addicted adults and youth, drug courts participants,
women and the criminal justice population. Prevention services are based on identification of risk
factors that predict the development of problems and application of protective factors that reduce risk

Mental health and substance abuse providers in Utah conduct planning and assessment of long-term
community needs. With oversight by local mental health and substance abuse authorities, annual plans are
developed to serve not only community needs, but also to incorporate the programs and facilities required
to meet those needs.
